DEPUTY DIRECTOR, BUDGET EXECUTION AND OPERATIONS

This position is designated as SES, General. USDA structures its SES positions into position levels. This is a position level 2 with a salary range of $204,122 to $216,010 per year. Consults and advises the Secretary, Deputy Secretary and Assistant Secretaries, working groups on food and agriculture policy, and agency officials on substantive matters relating to effectiveness of USDA programs.

Maintains day-to-day working relationships with senior officials and staff at OMB to present and justify Department policy positions concerning budget operations and the allotment and apportionment of funding.

Oversees the processes for reviewing and analyzing agency proposals for the apportionment and allotment of funds for consistency with the budget and other Department policies and to identify issues that require policy-level attention.

Articulates and defends policy, program and budgetary decisions of the Secretary of Agriculture before appropriate forums including Congressional hearings, meetings with high level Congressional staff, and Executive Branch agencies.

Directs and coordinates the budget operations support for Departmental staff offices including the formulation of funding materials and the execution of budget actions in support of the functions and responsibilities of the affected organizations.

Through subordinate supervisors, guides and controls the USDA budget execution, operations and coordination work.
